The National Highways Authority of India (NHAI) has invited bids for the construction of a six-lane access-controlled Amaravati Outer Ring Road (ORR) in Andhra Pradesh under the Hybrid Annuity Mode (HAM). The tender covers four packages with a combined listed length of 195.23 km and an estimated bid project cost of around ₹13,091.75 crore, excluding GST.

The tenders were issued on October 1, 2026, as part of NHAI’s plan to develop the Amaravati Outer Ring Road through the design, build, operate and transfer model under DBOT Annuity or Hybrid Annuity arrangements.

Amaravati Outer Ring Road Package 1

Package 1 covers the construction of a six-lane access-controlled Amaravati Outer Ring Road from Kanchikacherla to Nandigama.

According to the NHAI notice, the package covers the stretch from Design Chainage Km 189.000 to Km 189.930 and from Km 0.000 to Km 27.000. The listed length is 27.930 km.

The estimated project cost, excluding GST, is ₹2,975.47 crore, while the estimated bid project cost is ₹3,346.81 crore, excluding GST.

Package 2 Covers Nandigama to Davuluru

Package 2 involves the construction of the six-lane access-controlled Amaravati Outer Ring Road from Nandigama to Davuluru.

The project stretch extends from Design Chainage Km 27.000 to Km 83.000, covering 56 km.

NHAI has estimated the project cost at ₹2,864.69 crore excluding GST. The estimated bid project cost, based on the appraisal by SFC/PPPAC, stands at ₹3,260.30 crore excluding GST.

Package 3 Includes Kolavenni to Kornepadu Section

Package 3 covers the construction of the Amaravati Outer Ring Road from Kolavenni to Kornepadu, along with the Narakoduru spur.

The main stretch runs from Design Chainage Km 83.000 to Km 133.500, while the Narakoduru spur extends from Design Km 0.000 to Km 5.300. The tender lists the total package length at 55.800 km.

The estimated project cost excluding GST is ₹2,827.95 crore. The estimated bid project cost is ₹3,219.62 crore excluding GST.

Package 4 Covers Kornepadu to Kanchikacherla

Package 4 involves the construction of the six-lane access-controlled Amaravati Outer Ring Road from Kornepadu to Kanchikacherla.

The package covers the section from Design Chainage Km 133.500 to Km 189.000, with a listed length of 55.500 km.

The estimated project cost is ₹2,869.59 crore excluding GST, while the estimated bid project cost is ₹3,265.02 crore excluding GST.

Combined Project Details

Across the four tender packages, the listed project length totals 195.23 km. Based on the figures provided in the individual NHAI tender documents, the combined estimated project cost is approximately ₹11,537.70 crore excluding GST.

Tender Submission Deadline

The NHAI tender notices state that the bid documents can be accessed through the NHAI e-procurement portal. The bidding window is from October 1, 2026, to November 18, 2026, up to 11:00 AM.

The technical submissions are scheduled to be opened on November 19, 2026, at 11:30 AM.

The projects will be awarded through a bidding process for selection of a private entity as the bidder. The selected bidder will undertake the project under the applicable DBOT Annuity or Hybrid Annuity framework.

The Amaravati Outer Ring Road project is divided into multiple packages covering key sections around Amaravati and connecting Kanchikacherla, Nandigama, Davuluru, Kolavenni and Kornepadu. The tender documents also state that NHAI reserves the right to accept or reject any or all bids without assigning a reason.
