HCLTech has announced plans to establish its first artificial intelligence (AI) Data Center in Bhubaneswar, Odisha, in partnership with AI company Sarvam and the Government of Odisha. The proposed project involves a planned capital outlay of ₹14,257 crore and marks another step in the company’s expansion into India’s AI infrastructure ecosystem.
The announcement follows HCLTech’s earlier disclosure on July 13, 2026, regarding its proposed entry into the full-stack AI market. According to the company, the AI Data Center will be developed within the upcoming Odisha Sovereign AI Park.
The project will be implemented jointly by HCLTech, Sarvam and the Odisha government. HCLTech said the investment includes financial assistance from the state government and is aimed at supporting India’s sovereign AI and data ecosystem.
The company stated that the facility will leverage HCLTech’s full-stack AI capabilities along with Sarvam’s foundation models to develop AI applications for enterprises and public sector organizations. The initiative is expected to address data sovereignty requirements while supporting AI-based services for government and commercial use cases.
A Memorandum of Understanding (MoU) for the project was signed between HCLTech, the Government of Odisha and Sarvam in the presence of Odisha Chief Minister Mohan Charan Majhi, Union Minister for Electronics and Information Technology Ashwini Vaishnaw, Odisha Electronics and IT Minister Mukesh Mahaling, HCLTech Chairperson Roshni Nadar Malhotra, HCLTech CEO and Managing Director C Vijayakumar, and Sarvam Co-Founder Pratyush Kumar.
Roshni Nadar Malhotra said the company aims to contribute to India’s sovereign AI ecosystem through investments and strategic partnerships aligned with the country’s Digital India and Atmanirbhar Bharat initiatives.
C Vijayakumar said the investment represents an important milestone in HCLTech’s full-stack AI strategy and is expected to support increasing demand for sovereign AI solutions while expanding the company’s collaboration with Sarvam.
Pratyush Kumar, Co-Founder of Sarvam, said the Odisha Sovereign AI Park will combine high-performance computing with Indian AI models and practical applications, enabling AI capabilities for enterprises and public systems at scale.
HCLTech noted that India’s data center industry continues to expand due to rising demand from the digital economy, data localization requirements and increasing GPU infrastructure needed for AI training and inference workloads.
