EQUIPPP Social Impact Technologies Limited has signed a Memorandum of Understanding (MoU) with the Telangana State Legislature Secretariat to establish, operate and eventually transfer 119 Constituency Development & Sustainability Bridge Foundations, with one foundation planned for each Assembly constituency across Telangana.
According to the company, the proposed Foundations will function as independent non-profit Section 8 organizations focused on constituency development and sustainability. They are intended to serve as collaboration platforms connecting Members of the Legislative Assembly (MLAs), government departments, technology partners, corporate CSR foundations, philanthropies, investors, academic institutions, non-governmental organizations (NGOs), and diaspora networks.
Under the framework, MLAs will serve as “Constituency Development Champions” by identifying local priorities, encouraging citizen participation, facilitating partnerships, and supporting resource mobilization. The MoU states that MLAs will not be involved in the day-to-day financial, administrative, or operational management of the Foundations.
The agreement was exchanged at the Telangana Legislative Assembly in the presence of senior government representatives, including Telangana Legislative Assembly Speaker Gaddam Prasad Kumar, Legislative Council Chairman Gutha Sukender Reddy, Minister for Information Technology, Electronics & Communications and Legislative Affairs D. Sridhar Babu, Legislative Council Deputy Chairman Banda Prakash, and other officials and industry representatives.
As part of the initiative, EQUIPPP will develop and operate the Constituency Development Exchange (CDX), a technology platform designed to help constituencies present development priorities, identify opportunities, and connect with government agencies, CSR organizations, philanthropic institutions, technology partners, investors, and professional bodies.
The company also plans to deploy AI Social-Tech Professionals to support project planning, stakeholder engagement, proposal development, implementation, monitoring, documentation, and impact reporting. An AI-powered constituency dashboard is also proposed to provide authorized stakeholders with information on project progress, reporting, collaboration, and decision support.
According to the MoU, the Telangana State Legislature Secretariat will facilitate the establishment of the Foundations, coordinate with government departments, and support the institutional framework required for implementation. EQUIPPP will provide technology platforms, cloud infrastructure, AI solutions, implementation support, governance assistance, and managed services under appropriate service arrangements.
The proposed Foundations are expected to support initiatives across sectors including education, healthcare, skill development, livelihoods, women empowerment, entrepreneurship, tourism, digital inclusion, sustainability, and social infrastructure. The programme also envisions workshops, pilot projects, consultations, constituency surveys, and collaboration among government departments, corporates, universities, NGOs, development agencies, and professional institutions.
The company stated that the MoU does not create any financial obligation for the Government of Telangana. Funding for the Foundations is proposed to be mobilized through impact investments, institutional partnerships, technology collaborations, grants, CSR contributions, philanthropic support, voluntary contributions, and other lawful funding sources.
According to EQUIPPP, once the Foundations achieve sustainable operational scale, they may be transferred to the Government of Telangana in accordance with the provisions of the MoU. The framework also aims to promote governance and reporting practices aligned with Social Stock Exchange principles, subject to applicable regulatory approvals.
